you can find the answer using long division:

7 : 9 = 0             then 0 times 9 is->
0 <-

7             (difference 7-0)

We have already seen that 0 times 9 "fit into" the 7; but we now try if parts of the nine will fit. We make the 7 greater by descending a digit from above - but there is no other digit remaining in the first number!

If that's the case, descend a zero and put a dot in the result:
