Refraction is the affect of traversing a medium which will alter the velocity and cause bending of the wave. Don't see how the troopers moving vehicle with the radar gun would cause this, but I do see how the doppler shift would be affected from reflections from stationary and moving vehicles would be affected

Perhaps they want you to recognize that the received frequency of the wave will be shifted by the Doppler effect for relative motion.
