The second example uses commas correctly. "Nevertheless" is an adverb. Typically, when adverbs "interrupt" or appear within a complete sentence, commas come before and after the word. Exs. Ferrets make good pets; weasels, however, do not. John dreaded the family trip up north. He, nevertheless, decided to think happy thoughts.
