well, if he has 6 butts he can make 1 cigarette, then if he has 72 butts or (6 × 12) butts how many cigarettes can he make ?

72 butts = (6 × 12) butts = 12 times of " 6 butts "

I just want to say, that it is NOT 11, because it doesn't say that he already found 6 butts and made 1 cigarette, which would mean that NOW, after he already used up 6 butts he has 66 buts left which would mean that the answer is 11.

14 and 80 are not possible !

ask your teacher, and explain why you know the answer is 12. The teacher will not take off points for that, or probably will not take off points.

ok she says If the begger can make a whole cigarette from 6 butts then he can make 12 cigarettes from the 72 he found. Once he smokes those, he then will have another 12 butts, which gives him enough to make another 2 cigarettes. A total of 14.
