I am really lost on what to do for the first question. The second question I think the answer is C but I'm not sure.

I expect C to be the answer to the second one. All parties know what they are getting themselves into, and the observer is not observing any other behavior. Just wants to time the average time the swimmers can stay underwater.

That's an awful algebra 2 question...it's a statistics question, which requires things like level of significance, which aren't part of algebra 2.

I'd just go with option C.
