Wells used the world he knew at the time as the basis for the setting of his story. The only part that was heavily fictionalized were the Martian invaders -- everything else was drawn from real world examples as he knew them to be. It's like the alien invasion movies that you see today. The world they take place in could be like your neighborhood, but the aliens and the story created around them are pure fiction.
