Average acceleration is the change in velocity over an interval divided by the change in time. So initial velocity + final / 1.6 seconds = (28 + 0)/1.6 = 17.5 m/s^2 make sure to indicate it is per seconds SQUARED, as we're talking about acceleration. so answer is D
