I'm not 100% on this but I would assume the answer is hydrogen, as most carbon (which would be my second guess) compounds contain hydrogen along with metal hydrides and hydroxides. Hydrogen is also the most abundant element in the Milky Way making up some 73% of all atoms, using the cosmological principle this has been extended to assume that hydrogen likely makes up around 70% of all the atoms in the entire universe.
