I would use eliminations. Obviously they would have to use various propaganda methods to drum up support and use conscription (drafts) to get soldiers. That leaves rationing food and lowering taxes. If they were in a total war situation, it means that ALL resources are going to war efforts. They would need all the money they could get and need to save food, so that rules put c and leaves you with A. Lower Taxes
