Peter the Great wanted to improve his country. Russia was relatively backwards compared to Europe when he took power. He definitely didn't want to reduce the size of his army, and he made it clear that he was the boss when it came to putting the nobles in line who didn't appreciate his attempts to modernize the country at their expense.
