The frequency refers to the number of times it was observed that a member of the book club spent a given time reading. If the frequency of filling up your car with gas in a given week is two, it means that you filled up twice in that given week. Here we are asked how many people spent at least one hour reading. This means we need to add up the number of people who spent >60 minutes reading.
