I do believe that it was Franklin Delano Roosevelt. He realized that Great Britain was an ally that they would need in the future. And that helping them, he'd be helping the nation as well. But he did not want to declare war on any of the Axis powers. Instead, he proposed the Lend Lease Act. With this, he'd be able to support the Allies in the war without directly intervening, which Congress would not allow.
