I would guess false. In the olden days, you'd have to travel to get ice, and then find an insulated space to keep it. Only royalty got ice when it was that tough. To bring physics into it, it's difficult to have ice because you have to use chemical reactions to make something colder than its environment. Normally, temperatures go to equilibrium.

There have been other ways to keep food good, so it might be false.
