It's a bit confusing because im not sure if it is saying He scouted the softball teams that WERE popular at the time, or if he scouted softball teams because it was a popular sport. I think it is saying that he scouted for teams because it was a popular sport, in which case the answer would be C) -- if it were vice versa it would be D).
