3 is the point on the y-axis at which the line will intercept. Also, we can see that the equation you gave me has a negative slope because the rise/run fraction, -1/4, has a negative sign. So knowing this, let us examine our choices. 

Does 1.jpg work? No! It has a negative slope, even though it passes through 3 on the y-axis.

Does 2.jpg work? No! The y-intercept is 3 in the problem, not 4!

Does 3.jpg work? No. I mean, look at the y-intercept again. And the slope doesn't look like -1/4 here. It's more like -1, because the line passes through 4 on both the y-axis and the x-axis.
