I'd probably lean more towards (C) expansion of democracy. The reason why is that after the Revolution, Lenin worked to establish the Soviet state. In it, religion was suppressed (they seized church property as part of their actions), began arresting the leaders of opposition parties, and nationalized banks and factories handing control over to the Soviet system.
