If this picture is of the two lines, the answer is inconsistent, because they have no solution. These lines are parallel, so they never touch, and because of that they are very lonely. If there was a solution, it would be consistent. If they were overlapping, it would be coincident. No algebra at all!

There's plenty of information. The picture is all that's needed. We do it algebraically by solving for y in both of those equations. One will find that the coefficient in front of both 'x's is the same: 1/4. Since they have the same slope, they must be parallel. So, they never intersect, and therefore the system can be classified as an inconsistent system.
