Why was it important that we waited a year to perform our second population estimate?

Not sure, but I guess in a way, they do it yearly because population is always changing, and it's easier to get a whole estimate yearly, than daily or monthly, that would be more of a annoyance than anything. I'm not really sure but it is really interesting it probably uses math or something to count it.
