Why was a plan for the reconstruction of the south needed?

the civil war brought mass devastation to the south. farms were burned by union troops, soldiers were coming home from war and they needed jobs. Also, a whole new class of people was being introduced. Free SLAVES! they were new in american society and none had any money or idea where they were headed. Reconstruction would redo the south economy so it could bring benefit to the nation and so everyone was helped out. Free slaves had education oppurtunities, jobs, new housing, etc. NOT JUST SLAVES WERE HELPED
