i have to do this for college but i have no idea where to start

All you're doing when you write pseudocode is laying out the steps of your algorithm.
The first is one where honestly the pseudocode might as well be code, the pseudocode for finding the volume of a cylinder is just asking for values to throw into the variables of the formula, then returning the result of the formula.

For b, think about it, how would you go about eliminating the lowest number? first you'd have to identify said number, which means you'd have to sort, and then......
