In the hunger games when does katniss start to question the government's authority?

i think shes always questioned the goverments authority especially during the reaping.

i think she begins to question it most when Prim is picked in the reaping and she volunteers. The people of district 12 then give Katniss their salute, and later in the book she covers Rues body with flowers, and finally she tries to kill herself and Peeta with the berries.

Katniss began question the government when her father died when she was a child. It was also then that her mother became like an empty shell. Katniss responded by taking care of Prim and putting her name in for (I forget what they called it...) the extra food and grain hey would get from the government each month, putting her name in again for the reaping each time...

I think she always questioned it, but when Prim was reaped she just questioned it more.
