ok so it would be (-4)^2 because when multiplying like terms, you add exponents. so (-4)^9 x (-4)^-7 which is actually (-4)^9-7 which is (-4)^2 which comes out to the same answer as 4^2 because when you multiply 2 negatives it becomes pos.
