How did the United States continue trade during the war without actually entering the war effort? It established the cash-and-carry policy for warring nations. It encouraged members of the Axis powers to buy its war products. It signed the Kellogg-Briand Pact to allow for trade and keep the country out of war. It increased its trade efforts with countries that were not involved in the war.
