D is just silly, so eliminate that. A doesn't really figure in to this issue. I'm not seeing black soldiers as a factor in milatry emancipation. so B or C It doesn't seem the arming blacks ever was necessary to save the Union. It was a really good idea as far as supplying troops. And the symbolism of blacks fighting against the Confederacy was a powerful message. It would be important for Union Generals to accept black soldiers. You don't want Generals and other Army brass fighting against the President. The South already started with the best American generals. We didn't need to shoot the other foot too. So I'm going with B
