that way you read decimal numbers, goes like this, the first number after the decimal (to the right of it) is known as the TENTH, so you'd read for example, .1, as one tenth the second number after the decimal is the hundredth for example, .01 is one hundredth finally, for your example, the third number after the decimal is the thousandth for example, .001 is one thousandth when rounding, you go to the next digit after the one you're told to round, and if that number is 5 or greater, then you increase the number of the position you want by one, if it was less that 5, you leave it as is
