That's a server side message, just because you're accessing the same page doesn't necessarily mean it's being served to you from the same computer. from a command line you can use nslookup to get other ipaddresses associated with that url and manually travel to one of those instead of the url. that way you can bypass server specific issues like this one. Also when you're not sure if a site is up or down, check out http://www.isup.me/ they do a web based check against a site and let you know if outtage is global.
