The war started when the Union prepared to blockade the ports of seceding states in reprisal for the secessions. Fort Sumter was re-provisioned instead of being abandoned as demanded by Carolina while picket ships were being prepared in the North. As the seceding states realized all their ports would be blockaded, and ultimately were, they intensified preparations for war.
