subtract the Ys on the left you get
-4y + 11 > 99
subtract 11 from both sides you get
-4y > 88
divide both sides by -4, (and flip the sign of the inequality, since you are dividing both sides by a negative)
y<-22

When the dot is open it means that the value it is at, is NOT part of the solution.
So in your case y is more than -22, but -22 itself (as opposed to all greater numbers than -22, for instance -21, -20, ...) is not a solution.
