It depends on what you're learning. The first thing that I can see wrong is that this graph is out of date, but it could just be the textbook oldness. However, the more logical reason would be because the minimum increments in the x axis are so spaced out making people thinking that lots of people are moving in.
I think that the increments in the X-axis are misleading. You can see that there are lines between the actual years, making people believe that a lot of people are moving in when it's really slow business. The line should have less of a slope if it was having normal increments.
