This is very tricky because 'ed ending means past most likely. I would go with past mainly because present is Now so it would be Developing it would be 
In reaction to rising oil prices, auto manufacturers are Developing hybrid cars. So in my opinion I would go with past since it sounds like past and cause Ed usually means past.
