it's the division of power in a country amongst different states... for example, the US is headed by the government in DC where Obama lives in the White House... But, each state has its own leaders (like Arnold Schwarzenegger in California, Hillary Clinton in NY, Jed Bush in Florida, etc)... Each state has its own government to oversee actions in the state's best interest that comply with the laws set forth by the White House... Like in Texas, marijuana is illegal... In Colorado, marijuana is legal...
