well why not look at the problem this way pick 2 measurements that produce a triangle area of 12 cm^2 so perhaps base = 12 and height = 2 Area = 1/2 x 12 x 2 now triple the measurements... what's the area of the new triangle...

well draw a diagram showing the trapezoids.... then find the dilation factor by comparing the ratio of corresponding sides in similar triangles... when you know the value multiply the perimeter of PQRS by the dilation factor. hope it helps
