Well, this question is wrong. Communism cannot be established and achieved; socialism can.

@TheRealMeeeee Not neccesarily. Whoever wrote this question was abit misinformed; under communism, there is no government.

It's the closest answer though. The USSR probably didn't care much what the type of government was labeled. they just wanted an authoritarian government there that would allow Russian control. They also wanted a launching area for South Africa.
