If it is made of a clear material, the Sun's rays may be magnified by the greenhouse walls and scorch the plants inside.  A white wash will reflect the light and also act as a thin screen against the light while still letting in heat. If you think about the greenhouse without the white wash, that is essentially like Earth without the ozone layer.

The second part is somewhat objective.
