I struggle with citations for papers. Currently, I am writing a paper which I have to cite reports. I can not find an example of this on the Purdue page. Would you help me?

I am citing the Shriver Report. There are no page numbers in the actual report, thus, I am counting lots of paragraphs for my in body citation. Then, I have not been able to find examples of references for reports. There is a lot of information different articles in the Shriver Report, and not sure how to reference it. Does that help? Thanks for responding.
