Japan felt that war would be inevitable given their strategic interests in Southeast Asia, but the United States pressed them with embargoes to negotiate a peaceful resolution to their aggressive actions in Asia. I'd probably go with (C). As far as the US was concerned, Japan was still interested in negotiating a peaceful resolution to the embargo they were hit with. The Japanese, however, decided to strike Pearl Harbor feeling that war was inevitable and planned to break off diplomatic ties before Pearl Harbor. Delays in decryption on the Japanese end pushed the actual message past its due date infuriating Cordell Hull (the attack already took place and Hull was notified of it before the actual meeting finally happened).
