That would be an incorrect guess, in my opinion.

If you evaluate the piecewise function in C, you will find that it is not continuous at 300 minutes.
look at the charges for 301 minutes and find the answer choice that gives you the right answer. It isn't C.
Trust me, there would be a lot of angry customers if C represented how the pricing worked! Here's a graph of C:

Well, someone screwed up when they picked the right answer. If you use 301 minutes, and are charged $0.39 for each minute over 300 minutes as "For any minutes over 300, Andrew is charged $0.39 per minute" implies, your bill will be $19 + $0.39(301-300) = $19.39. If you use C to compute it, for 301 minutes, the bill would be $19 + 301*$0.39 = $136.39. That extra minute is pretty darn expensive!
