How do i know how to draw the skeletal formula if its not mentioned in which way i have to draw it? i mean if its cis or trans

If it's not specified, either draw both or draw whichever one you like. Generally speaking though, the trans configuration is most stable. Now there are other reasons it might not be specified, for instance, maybe it's an elimination reaction which has a specific product. Another possibility is that you have a racemic mixture, but I'm not sure what context you're asking this question so I just wanted to make sure you knew that my first answer isn't necessarily 100% correct.

yeah but its in marking scheme that they say CIS they say nothing in question

@Somy : The structure given in marking scheme is trans-form. That's why they have written 'accept cis form'.

If it's not mentioned which form you should draw, you can draw any of the two. You'll get the marks.
