I'd probably go with (B) they used international investment to stimulate the Chinese economy. 

Deng Xiaopeng believed in the benefits that they could provide (and sought to reform the Chinese economy). From the SEZs, China's economy eventually exploded into what it is today...or what they like to call "socialism with Chinese characteristics"...making it the second largest in the world after having passed up Japan.
