Why did the "special economic zones" (SEZs) of China succeed? They imposed sanctions on Western nations, including the United States. They used international investment to stimulate the Chinese economy. They focused investments on agriculture instead of industry. They encouraged people to move from urban to rural areas.

I'd probably go with (B) they used international investment to stimulate the Chinese economy. Deng Xiaopeng believed in the benefits that they could provide (and sought to reform the Chinese economy). From the SEZs, China's economy eventually exploded into what it is today...or what they like to call "socialism with Chinese characteristics"...making it the second largest in the world after having passed up Japan.
