The Tone is Sad, I'd say that this has multiple themes but the overall choice is yours to choose whether you think the theme is sad,war,pain,ect. The mood is depressing, the person is looking opon all the sadness,unhappiness,war,and regrets of all the people that he/she sees, they see all of this and yet they do nothing about it " All the meanness and agony without end, I sitting, look out upon, See, hear, and am silent." The structure of this poem is written in free verse.
