here we will use two steps.... 

Surface area of the top and bottom = A = 2πr2
Surface area of the side = A = 2πrh 
A = 2πr2 + 2πrh = 2πr(r + h) 


just put the values in these formulas and get your answer...  here r=3 and height= 8....
