look the first circle(A) has a radius 3 and the second one(B) has 9 3*3 = 9 that is, 9 is 3 times 3, or SCALED by a factor of 3 so first u have to make A look like B u have to blow circle A is'nt it? by a factor of 3 so u have to dilate circle A by a scale of 3
