Well according to Coulombs Law we have \[\large F = k\frac{Q_1 \times Q_2}{d^2}\] You are given 'k' Q1 would be the charge of the first point charge Q2 would be the second and 'd' would be the distance between the 2
And for the 2nd equation...we have to know that "like charges" repel...while "opposite charges" Attract
