i would have said \(1.07x=45\) but then wrote it as \(x+.07x=45\) i wonder why?
if the price is \(x\) dollars, then 7% of it is \(.07x\) and so the total you would pay would be \[x+.07x\]
since that total has to be no more than $45, you can set \[x+.07x=45\] and solve for \(x\)

The last option is correct. He has 45 dollars, but that has to cover both the cost of the item AND the tax. Since we don't know the cost of the item, we can make that a variable, x. Then we have to find the tax added which is 7% or .07. All of this must equal 45 for him to be able to make the purchase. Thus, x(amount)+x.07(tax added)=45
