Actually, the matrix is

and it has 2 rows and 3 columns.

In$$m _{12}$$ typing m12, you actually meant $$m _{12}$$

where that 12 is a subscript.  The subscript says "first row, second column."

Look at your matrix again.  where's the first row?  Where's the 2nd column?  Which element has the first-row-second-column position?
