i think it was the anaconda..i just answered a similar question a week ago..i maybe wrong though!

Winfield Scott was Secretary of War in 1861. His plan was to blockade southern ports and avoid as much bloodshed as possible. It was likened to a great snake wrapped around the south. Anacondas are huge snakes. So it was known as the Anaconda plan.
