see Tennessee part. Why is there a semi-colon there? Isn't more incorrect?

Use a comma to separate the city from the state and after the state in a document but use a semicolon to separate 3 states without confusions. if its all gonna be commas then you won't know what are the states and the cities. those would be considered as the same if u don't separate it with semicolon. States are different from cities.
