There are four directions here:

Up,
Down,
Right,
Left

Take a look at the drawing I've made.

In order for everything to be balanced...
the numbers for UP and DOWN have to be the same.
The numbers for RIGHT and LEFT must also be the same.

If UP and DOWN are the same,
and RIGHT and LEFT are also the same,
then everything is balanced.



So, take a look at your problem.
Let's look at option B.

UP is 300 N.
DOWN is also 300 N.
They are the same.

RIGHT is 400 N.
LEFT is also 400 N.
They are the same.

That means that option B is BALANCED.
