The byzantine empire duh lol, Justinian was the emperor of Rome so it wouldn't make sense for his own nations current laws and codes to affect the new ones he was going to install, the byzantine empire was kind of like an extension of the roman empire in the big scheme of things anyways so it makes sense that they were real similar.
