Well I mean I think it's the same as multiplying both sides of the ratio (3 inches by 5 inches).

Original perimeter is 2(3) + 2(5).

If the enlargement factor is 8, then we have to multiply each 3 and 5 by 8:  24 and 40.

Then the new perimeter is 2(24) + 2(40).
